Under Section 192 of the Motor Vehicles Act, 1988, and CMVR Rule 50, driving without an HSRP can attract a spot fine of ₹5,000 for the first offence and up to ₹10,000 for repeat violations. States like Haryana and Rajasthan have already begun routine checks, and Maharashtra has already started the process since April 2025.
Beyond fines, non-compliant vehicles may be denied fitness certificates, transfer of ownership, or even fuel at some pumps. If you're driving without a high security number plate, you're risking both penalties and safety.
