Picture this: you park outside a café, and when you return, your car is gone. Cloned number plates let thieves breeze through toll plazas and CCTV cameras. That security nightmare prompted the Indian government to introduce the high security registration plate (HSRP). By 2025, every new and pre-2019 vehicle must sport one of these tamper-proof aluminium tags, or you could face fines of up to ₹10,000.

What Is a High Security Registration Plate (HSRP?

An HSRP is a government-standard, tamper-evident number plate made of 1 mm aluminium, introduced under Rule 50 of the Central Motor Vehicle Rules (CMVR) 1989. Each plate carries:

  • A 20 mm × 20 mm chromium-based Ashoka Chakra hologram that is hot-stamped, not pasted, onto the surface.
  • A laser-etched 10-digit permanent identification number (PIN) that matches the plate to the vehicle chassis.
  • The blue legend “IND” and retro-reflective sheeting for night-time readability.
  • Snap-lock rivets that self-destruct if anyone tries to remove the plate.

Since the serial code is logged in the national Vahan database, cloning or swapping plates becomes harder.

Key Features of an HSRP Number Plate

Together, these features slash the risk of plate tampering and fuel-type fraud:

Feature
Why it matters
Hot-stamped chromium hologram Impossible to peel off; shows colour shift at angles
Laser-etched PIN Unique to every plate, aids pan-India tracking
Retro-reflective film Improves ANPR camera accuracy at night
Self-destruct rivets Plate fractures if forcibly removed
Colour-coded fuel sticker Quick visual check for fuel type and BS-VI compliance

Vehicles That Require an HSRP

From superbikes to school buses, every motorized vehicle class must eventually migrate to an HSRP:

  • All vehicles sold after 1 April 2019 already leave the showroom with HSRP.
  • Pre-2019 vehicles (two-wheelers, three-wheelers, cars, tractors, trucks, trailers) must retrofit plates before state deadlines. Maharashtra, for instance, fixed 31 March 2025 as the cut-off.

Leased or company cars are not exempt. Even that lovingly restored 1998 Maruti 800 needs an upgrade if it runs on public roads.

How to Apply for an HSRP Number Plate Online

Applying for HSRP number plate registration is easier than renewing a licence! Just follow these steps:

  1. Visit your vehicle brand’s page on the SIAM portal (e.g., Maruti Suzuki, Hyundai, Hero) or the state RTO site.
  2. Enter your registration number, chassis, and engine numbers.
  3. Choose a fitment centre or a doorstep installation slot.
  4. Pay the fee online. Keep the receipt; it doubles as appointment proof.
  5. On D-day, drive (or ride) in, show your RC and Aadhaar, and watch the technician rivet the HSRP in under ten minutes.

HSRP Number Plate Price

HSRP rates are set by state transport departments and include the plate, fuel sticker, and fitment labour:

Vehicle Type

Two-wheeler ₹320 – ₹380
Passenger car / LMV ₹700 – ₹750
Three-wheeler ₹500 – ₹550
Heavy/commercial ₹1,100 – ₹1,150

Prices exclude doorstep convenience charges. Remember to keep your insurance updated. Royal Sundaram’s car insurance offers paperless renewal that syncs perfectly with your new plate details.

How to Apply for a High-Security Number Plate Online?

Some states run alternate portals besides SIAM. If your RTO directs you elsewhere, follow this flow:

  • Step 1:Open the state-specific HSRP site (e.g., hsrp[statename].com).
  • Step 2:Select “Apply for HSRP number plate” and generate an OTP for mobile verification.
  • Step 3:Upload a scanned RC, choose a fitment slot, and pay via UPI/credit card.
  • Step 4:Download the e-receipt; print or save it on your phone.
  • Step 5:After installation, the technician scans a QR code on the plate, linking your VIN, PIN, and status in the Vahan database instantly.

How to Check HSRP Status Online

Misplaced the SMS update? All you have to do is:

  1. Head back to the portal where you booked.
  2. Click “Check HSRP Status.”
  3. Enter your registration number and the last five digits of the chassis.
  4. You’ll see real-time flags—Ordered, In Transit/Ready for Fitment/Fitted.

What Do the HSRP Colour Stickers Mean?

Those 100 mm × 60 mm windscreen labels help traffic police spot emission compliance at a glance:

  • Blue: Petrol and CNG vehicles
  • Orange: Diesel vehicles
  • Green: Electric vehicles (often with a green bar for BS-VI)

Driving in Delhi-NCR without the correct colour sticker could soon cost you an additional fine on top of the plate penalty.

Difference Between HSRP and Normal Number Plate

Designed to enhance vehicle security and streamline identification, HSRPs offer several advantages over normal number plates in terms of material, traceability, and tamper resistance.

Aspect
Normal Plate
High Security Registration Plate
Material Any metal/plastic Regulated aluminium alloy
Security Easy to duplicate Laser PIN + hologram
Fixing Screws, easily removed Snap-lock rivets, non-reusable
Database link Only at the RTO level Central Vahan integration
Visual aids None Fuel-type colour sticker

Penalty for Not Having an HSRP Number Plate

Under Section 192 of the Motor Vehicles Act, 1988, and CMVR Rule 50, driving without an HSRP can attract a spot fine of ₹5,000 for the first offence and up to ₹10,000 for repeat violations. States like Haryana and Rajasthan have already begun routine checks, and Maharashtra has already started the process since April 2025.

Beyond fines, non-compliant vehicles may be denied fitness certificates, transfer of ownership, or even fuel at some pumps. If you're driving without a high security number plate, you're risking both penalties and safety.

Secure Your Plate, Secure Your Ride

Switching to a high security registration plate might feel like yet another bureaucratic hoop, but the benefits, like vehicle traceability, fraud deterrence, and uniform national standards, far outweigh a one-time visit to the fitment centre. Add the fact that penalties are rising and traffic cops are now armed with ANPR cameras, and upgrading becomes a no-brainer.

While you’re ticking off mandatory safety boxes, remember that even the toughest plate can’t shield you from every risk on Indian roads. Pair your HSRP with a robust policy such as Royal Sundaram’s car insurance for claim support, pan-India cashless garages, and zero-paperwork renewals.
